The 9th Dragon Heads Into Kowloon Walled City

FrameOver and Headup are taking players into the criminal underworld of 1980s Hong Kong with The 9th Dragon, a narrative-driven action game set within Kowloon Walled City.

With the release date to be announced, The 9th Dragon puts players in the role of Rookie, the newest member of an elite police commando unit sent into Kowloon. The squad is led by Mei, an experienced officer with her own ties to the city’s criminal underworld.

The setup gives the game a strong crime thriller hook, but the bigger draw is how it turns Kowloon’s dense, claustrophobic layout into a tactical action playground. Neon-lit alleys, cramped apartments, rooftops, hidden corridors and underground routes all feed into a city where every encounter seems built around pressure and movement.

Tactical Combat In Tight Spaces

The 9th Dragon is built around brutal free-style beat ’em up combat, but it is not simply about clearing rooms with button-mashing. Limited resources, tight spaces, and positioning are what players need to keep in mind for survival. Players will use hand-to-hand combat, environmental advantages and a range of weapons, including pistols, Uzis, shotguns, flamethrowers and explosives.

Enemies also have stamina that can be broken, opening them up to heavier attacks and finishing moves. With battles taking place in narrow alleys and compact rooms, the game seems to be leaning into tension as much as spectacle.

That could give The 9th Dragon a different feel from more open action games. Instead of wide arenas, players are being pushed into a maze-like city where every doorway, corridor, and escape route matters.

Choices Shape Rookie’s Path

Beyond combat, The 9th Dragon also includes branching choices that affect Rookie’s moral path. Players can decide whether to spare or eliminate enemies, return mission money or keep it, and shape Rookie’s Hero or Anti-Hero alignment. Those decisions can lead to different outcomes, giving the game some replay value beyond its combat encounters.

The structure also fits the setting. Kowloon Walled City is being presented as a place ruled by gangs, corruption and shifting loyalties, so decisions are not just there for flavour. They appear to influence how Rookie fits into the city’s balance of power.

Exploration, Upgrades, and Bosses Round Out The Action

The 9th Dragon will also include exploration across rooftops, cables, ziplines and hidden paths, with players able to uncover secrets throughout the city. Progression comes through collectibles such as old comic books, which unlock new combat abilities and combo chains. Players can also discover lore items, speak to NPCs for clues and revisit levels to experiment with different choices.

FrameOver promises 20 enemy types, 8 unique bosses, and roughly 10 hours of action. For players who enjoy martial arts crime stories, tactical beat ’em ups and stylised indie action games, The 9th Dragon looks like one to keep on the wishlist.
