Project Fantasy Development Will Continue Independently at IO Interactive

IO Interactive has confirmed that Project Fantasy will continue, despite the end of its external finance partnership with Xbox. The online fantasy RPG has been one of the studio’s most intriguing long-term projects since it was first announced in 2023. Known primarily for Hitman and the recent 007 First Light, IOI has been trying to build itself into a studio with several major pillars beyond assassination sandboxes and James Bond.

That plan has now hit a difficult turn. Xbox has reportedly ended its funding and publishing involvement in Project Fantasy as part of Microsoft’s wider gaming restructure. Rather than shelving the project, IO Interactive says it has regained full ownership of the game and its IP and will continue to develop and fund it independently.

Still Alive, But IOI Is Restructuring

The encouraging part for fans is that Project Fantasy has not been cancelled. IO Interactive says it remains committed to the project and believes the world it is building will still “see the light of day”. That is a meaningful reassurance, especially after weeks of reports about Xbox restructuring, including layoffs, studio exits, cancelled projects, and shifting investment priorities.

However, the studio is also being clear that continuing without external funding comes with consequences. IOI says it has had to rebalance the company around its long-term future and focus resources on its main internal titles. That means Project Fantasy survives, but not without a painful reshaping behind the scenes.

The most difficult part of the announcement is the closure of IO Interactive’s Istanbul studio. The decision is part of a broader effort to concentrate on core AAA franchises and reduce involvement in external projects and mobile initiatives, and the closure will affect around 40 roles.

Xbox’s Reset Is Reaching Outside Its Own Studios

Microsoft’s wider Xbox restructure has already raised major questions about the company’s publishing strategy, studio management, and future investment priorities.

The Project Fantasy situation shows that the impact is not limited to Xbox Game Studios. External partners that had been relying on Microsoft funding are also feeling the effects as Xbox narrows its focus and reconsiders which projects fit its future plans.

For IO Interactive, the upside is control. Regaining the full IP gives the studio complete creative and commercial ownership over Project Fantasy. The downside is financial pressure, because developing an online RPG without a major external partner is no small task.

Project Fantasy Still Has Plenty to Prove

For now, Project Fantasy remains largely mysterious. IO Interactive has not shown gameplay, confirmed platforms, or announced a release window. The studio has described it as an online fantasy RPG, but the final shape of its world, systems, and multiplayer structure is still unknown.

What is clearer now is that Project Fantasy has become an even bigger test for IOI. If the game succeeds, the studio will own a new original franchise on its own terms. If it struggles, the loss of Xbox backing may become one of the defining challenges of its development. For the moment, Project Fantasy is still coming, but IO Interactive is having to fight harder to make it happen.
